build(docker): update compose for React frontend

Replace Streamlit dashboard service with React frontend:
- Build from frontend/ directory
- Serve on port 3000 via nginx
- Remove volume mount (now using built assets)
- Add JWT_SECRET env var to api service
- Replace USE_DATABASE with USE_CACHE
