chore: gitignore Handler's per-agent .claude/ settings

Handler injects .claude/settings.json into every managed project's working dir
at spawn time (control/settings_gen.py) — regenerated per spawn and pointing at
container-specific paths. It's runtime scaffolding, not source, so ignore it to
keep the working tree clean.
