prepare git signing configuration.
Add home-manager managed CLAUDE.md with commit behavior instructions,
a /commit slash command for conventional commits workflow, and expand
allowed Bash permissions to include nix commands. Remove inline
customInstructions in favor of CLAUDE.md file.
