Updates STATUS.md to reflect current state as of 2026-05-25 agent cycle:

  • Mark zip-enrichment and holidays as in-progress for spec+code phases
  • Confirm all Flux manifests pass kustomize build flux/
  • List 6 concrete human operator actions needed to unblock infrastructure
  • Reference all open blocking issues with current state
  • Update API repos progress (Phase 1-3 in-flight across individual repos)

All flux manifests validate cleanly (gitea-runner, kube-prometheus-stack, gatus, docs-site).
