Why

Issues #2 and #187 are both closed ✅. The unchecked ROADMAP item now tracks #218 (operator must merge 0xWheatyz/Talos PR #14 to activate Flux GitOps for api-company). Keeping dead issue refs in ROADMAP creates confusion during sprint cross-referencing.
