Closing this PR due to two issues: (1) merge conflicts — the branch cannot be merged as-is; (2) ROADMAP.md regression — the diff incorrectly unchecks [x] items that were already marked complete in PR #159 (Phase 0 cluster audit, Phase 4 VIN Decoder metrics, Phase 5 docs-site skeleton/pipeline/blog, Phase 6 legal docs). The valid STATUS.md change (VIN Decoder Code → [x]) will be applied in a clean follow-up PR without the ROADMAP regressions.
